Attend a Council Meeting

Residents can participate in meetings by:

  • Attending in person
  • Watching or listening to the meeting on the Woolwich YouTube page or by toll-free phone
  • Submitting a comment in writing before noon on the day of the meeting
  • Making a delegation or attending a public meeting in-person, by video or by toll-free phone
  • Reading meeting minutes

To submit a comment, register as a delegation, attend a public meeting, listen to a meeting by toll-free phone on mute or for alternative participation options, please contact the Council/Committee Facilitator before 12 p.m. (noon) on the Wednesday before the meeting by completing an online delegation request form.

If you have concerns about connectivity or using remote meeting technology, we encourage you to also submit written comments. Written comments do not limit your opportunity to speak at a meeting. For more information, see the Speak Before Council section below.


View Agendas and Minutes

All agendas and minutes for Council and Committees can be found in the Council and Committee Calendar.

  1. Agenda - Agendas are posted online by 3:00 p.m. on the Thursday before the meeting. Agenda packages include all supporting documentation in addition to the agenda.
  2. Revised Agenda - The agenda may be updated by 1:00 p.m. on the day of the meeting. If there are no updates, a revised agenda will not be posted.
  3. Minutes - Meeting minutes are the official record of the meeting. Minutes are not final or posted until they have been approved by Council or the applicable Committee.

Speak Before Council (Delegation)

Anyone who wants to speak at a public Council meeting must register as a delegation before the deadline to save their place on the agenda. See the Register as a Delegation section below for more information. 

Delegations must follow the rules in the Procedural By-law and including a time limit of seven (7) minutes. For more information about speaking to Council, see the Township's Understanding Committee of the Whole and Council Meetings guide, or contact the Council & Committee Support Specialist.

To register as a delegation to speak before Council, please complete an online delegation request form or contact the Council & Committee Support Specialist if you have questions.

When requesting a meeting date:

  • Review the 2024 Council Meeting Schedule.
  • Delegations are encouraged to attend Committee of the Whole meetings rather than Council meetings. The Meeting Facilitator can help you decide what meeting to register for.
  • The Clerk may limit the number of delegates each meeting.

The meeting agenda is prepared on the Thursday before the meeting and then posted online by 3:00 p.m. that day. The deadline for registration of delegations is 12 p.m. (noon) on the Wednesday prior to the meeting. 

The meeting agenda may be updated on the day of the meeting. Anyone may register as a delegation for an item shown on the regular agenda by calling the Council & Committee Support Specialist by 10:00 a.m. on the day of the meeting. New items are not accepted for the revised agenda. Any revisions are posted online by 1:00 p.m. on the day of the meeting.

Delegations are encouraged to submit written material outlining their position by 12 p.m. (noon) on the Wednesday before the meeting. Material submitted by this time will be included in the Agenda package. If a delegation is unable to submit the written information in advance of the meeting, they should provide 16 copies for distribution to Council and staff.

If you will be using a PowerPoint presentation or other visuals, an electronic copy must be provided to Township staff by the Monday before the meeting. If you have any additional audio/visual requirements, you should let staff know at the time of registration.

The Township encourages members of the public to comment on matters of interest to them. However, delegations are cautioned that if derogatory or inappropriate remarks are made, the delegation will not be permitted to continue speaking, and the comments will not be recorded in the meeting minutes. Applause, booing, or other audible demonstrations of support or opposition are prohibited.

Delegations are requested to respect all citizens, members of Council, and staff, regardless of differing opinions and views. Please display the same courtesy and respect to others that you expect for yourself.

As a delegation, you must also be aware that all Committee of the Whole and Council meetings are open to the media and your comments may be reported in the newspaper or on television.

The use of cameras and recording equipment is generally allowed but may be prohibited if disruptive to the meeting. Picket signs or placards are not allowed in the Council Chambers or on any Township property where a meeting is being held.

Types of Council Meetings

Acting Mayor

Council has approved a rotating schedule each year for the Acting Mayor. The Acting Mayor is a member of Council who fills the Mayor's role in the case that the Mayor is absent from a meeting due to illness, out of town attending a conference or otherwise, or if the Mayor’s seat becomes vacant. The Acting Mayor may be called up to chair Council meetings, represent the municipality at official functions, and carry out the duties of the head of the Council as needed.
