Township of Woolwich Community Representative 
Regional Municipality of Waterloo Library Committee

 The Township of Woolwich is seeking applications from volunteers to participate on the Regional Municipality of Waterloo Library Committee for the balance of the 2022-2026 term of Council.

The Library Committee Terms of Reference provide that the Committee will:

1.    Provide guidance and advice to Regional Staff on library services, including but not limited to, branch facility operations, technological advancements, joint assessment processes utilizing patron data to improve service delivery, etc.

2.    Provide budgetary recommendations to the Board for the Regional Municipality of Waterloo annual budget.

3.    Ensure collaboration and communication between the Region and Townships.

4.    Assist with guiding projects with direction based on Township needs.

5.    Assist with identifying operational needs and opportunities for library service improvements.

6.    Endeavor to ensure that library services are meeting community needs.

Regional Council has recently amended the Terms of Reference for this Committee to include One (1) non-voting community representative nominated by each Township Council.  Woolwich Council is therefore seeking members of the community to apply for this volunteer role.

A Business Improvement Area or BIA is a geographic area in a municipality that allows local businesses and property owners to join together to make physical improvements and promote the local economy. The Council for the Township of Woolwich supports the BIAs and is responsible for appointing members to the Downtown Elmira BIA and St. Jacobs BIA as well as approving their annual budgets.

The BIA Boards of Management follow the same term of Council, with general members appointed by Council and with one member of Council supporting each board. 

To become a BIA Board Member, you must meet at least one of the following criteria:

  • property owner within the Downtown Elmira BIA boundary; or
  • a business owner/tenant within the boundary; or
  • an employee of a business within the boundary.

Below is a general overview of the hiring process. This process may vary for certain positions. 

  1. The Hiring Team review applications. 
  2. The Hiring Team contacts selected candidate(s) for an interview. Only candidates that are selected for an interview will be contacted.
  3. The Hiring Team selects the successful candidate
  4. Human Resources conducts reference checks. 
  5. Human Resources collects required credentials as indicated on the job posting (education, police record check, certifications/licenses, etc.). 
  6. An offer letter sent to successful candidate.  
  7. Once offer letter is accepted, the successful candidate will proceed to onboarding stage (information will be provided by Human Resources). 
  8. Human Resources advises unsuccessful candidates. 
  9. Hiring process is complete.
